North Korea will limit the use of nuclear arms provided it is not threatened

North Korean leader Kim Jong Un said that his country will limit the use of nuclear arms provided it does not feel that its sovereignty is threatened.

North Korea had made its first nuclear arms tests 10 years ago after it withdrew from an international treating which banned the country from such tests.

A few months ago, Kim Jong Un had threatened to attack with nuclear arms both the United States and its neighbouring South Korea.

During the Workers Party congress in Pyongyang, Kim said he is ready to normalize relations with countries he had fought with and threatened.

However, journalists have observed that this is not the first time that the North Korean leader sent conflicting messages, when in reality he planned the opposite and resumed with nuclear tests. He also said that he plans to step up talks with South Korea.
