UNESCO has removed Liverpool from the list of World Heritage Sites following concern about waterfront developments.
The UN body is responsible for education, science and culture.
Concern has been expressed about the building of the new Everton football ground, with work expected to start on 26 July.
Liverpool Mayor Joanne Anderson expressed her disappointment, remarking that UNESCO seems to prefer that Bramley Moore Dock remains in an abandoned state rather than being developed into a football ground.
Liverpool had been on the list of World Heritage Sites since 2004 and has become the third country to be dropped from the list.
The other two sites were the Arabia Onyx Sanctuary and the Dresden Elbe valley, which were removed in 2007 and 2009 respectively.
UNESCO has been including places worldwide on the list of World Heritage Sites since 1978.
