Trump warns he will declare a national state of emergency to finance building of wall

American President Donald Trump has warned that he will declare a national state of emergency to finance the wall which he wants to build to serve as a border with Mexico without the approval of Congress.

Trump said he has the right to do this and that Mexico will have to pay for it indirectly. The US Government is functioning on a partial shutdown as more than 800 employees have not been paid for 20 days.

President Trump said that he was refusing to sign legislation to finance and re-open Government operations if the budget does not include the almost $6 billion he needs to build the border between the two countries.
