What is happening behind the scenes during the EU Council’s special summit?

The Head of the EU Department within the Ministry for Foreign Affairs, Glenn Micallef, has explained the EU Commission has forwarded its proposals for the EU Budget to cover the next seven years.

The proposal was the subject of negotiation that led to ongoing negotiations between the Member Countries. He said when agreement is reached on the financial allocations these have to be agreed to by the EU Parliament.
